Correct. If you enter the same ID number in two missions, it will cause both missions to refer to the same description resource, and therefore any changes made to that description will affect both missions.

I clicked on one at random, and it went back to the first screen, and put the ID# in the box. Then when I clicked on edit again, it showed me my mission description, (which I had entered using Schmelta-V), then I clicked 'OK' changed the ID# and clicked edit again, and it showed my the same description. '-1' means 'no description', so if you click Edit, MissionComputer will ask you to select an existing description to use. If you want to create a new description, you'll have to enter an ID number that hasn't already been used into the box before you click Edit. You can check on what description IDs have been used by choosing 'dësc' from the resource types list in the main MissionComputer window.
When choosing description numbers, most developers follow a pattern in order to protect against overlap; since the offering texts have to be in the range of 4000-5000, they put the briefings in 5000-6000, the quick briefings in 6000-7000, and so on. Some developers follow even more complicated formulas, but the important thing is not to introduce any unintentional overlap between ID numbers.
