    • The best theory is that the council is another strand of the Gadzair race, and the one true strand that didn't lose any of their attributes during the strand war. That would make them secretive, powerful, and able to destroy the other strands, but yet they wait to discover what characteristics they can improve to help them dominate the universe by seeing what strand wins the eternal struggle.

      If the Strands were fighting over a resource BtC they would likely to in no hurry to maintain Crescent Station, which blocked it off.

      The Strands defer to the Council; they respect them. It's either fear, or theology, don't you think?

      Perhaps, but it could also be simply the rule of law. In our world, warring powers seldom accept a higher authority, but the people of the Crescent might see the Council simply as a higher level of government that they could not defy even if they are fighting a lesser war among themselves.

      But if that is the case, and the Strands are thus something along the lines of subjects to the Council, why would the Council leave them to fight (or apparently do so)? The only situation where warring factions would respect a mutual person would be in a theological disagreement over that mutual person, government or race.

      If it is as you say it might be, I suppose it must be taken that the Council are trying to repair the damage (a government, higher or no, would not likely leave their subjects to fight among themselves, unless in the case above), and thus mend the tear between the Strands. But if they are sending diplomats to the Strands, I can't see them holding the authority to have Crescent Station built. Maybe, however.

      I think we're stuck.

      Perhaps if the Strands stopped fighting, they would be led to question the authority of the Council. The Council could have even started the war, as a way to ensure that none of the Strands grew strong enough to challenge it. Crescent Station could be nothing more than an assertion of its power.
