But if that is the case, and the Strands are thus something along the lines of subjects to the Council, why would the Council leave them to fight (or apparently do so)? The only situation where warring factions would respect a mutual person would be in a theological disagreement over that mutual person, government or race.
If it is as you say it might be, I suppose it must be taken that the Council are trying to repair the damage (a government, higher or no, would not likely leave their subjects to fight among themselves, unless in the case above), and thus mend the tear between the Strands. But if they are sending diplomats to the Strands, I can't see them holding the authority to have Crescent Station built. Maybe, however.
I think we're stuck.
