I assume you've downloaded plug-ins before, so you probably didn't have problems previously. But the thing is, most plug-ins are indeed "stuffed twice" -- though actually they're first stuffed with StuffIt, then encoded into BinHex or Mac Binary format.
Now I still don't know how you're running emulation -- are you running things off your actual hard drive, or did you create a virtual volume with HFV Explorer? I suspect this may be the key to all the problems you've been having, because I'm using a virtual hard drive, and I've had very few problems.
Of course, I don't know about the specific problem you're having...
