I finally figured it out.
For those intrested here's how I did it....(I can't garuntee I didn't forget anything)

planet mask PICT RID-2194
1. First I took the planet graphic and made a 8-bit and a 16-bit version of it. (I used graphic converter). I also made a single mask by inverting the graphic and erasing the inside of planet.
2. I than copied/pasted the graphic into two ResEdit files as PICTs(see above for RIDs). I also did the same for the mask. I than created a SPIN set to PICT(not rle8 or rleD), with the Sprite and Mask ID's as above. Duplicated the SPIN and placed it in the other ResEdit files. I titled them planet.res8 and planet.res16.
3. Than I dragged and dropped them both into EnRLE. Clicked OK. Two files were produced planet.rle8 and planet.rleD.
4. I then copied and pasted the rle8 and rleD rescources into the orininal ResEdit file and deleted the PICT rescource.
The main problem was that I didn't have an 8-bit and 16-bit versions of the graphic. I also had didn't have RID's in the SPIN match the PICT at one point, when I tried the conversion with the 8-bit and 16-bit. I fixed these problems when I ran a ResEdit file containing a planet rel8/rleD and SPIN from EVN through both DeRLE/EnRLE. I observed what happened and tried to duplicate the results.
