Unfortunately your rather good idea is impossible in EVO. When you're not landed on one, the planets are no more than simple landing pads.
There is a possible way to implement this, however, but it is somewhat complicated. In laymans terms, you just have to make a really small ship that had all the weapons and range you wanted, but was unable to move* once it "launched" from the planet. Then make it part of the planets defense fleet. It would still be able to fight, but no-one would(if it worked) be able to see it, thus giving the effect of a "Planetary Defense".
Aside from that or if that's too much work for ya, you could just wait til EV:3/N comes out. It has a similar feature regarding planets and their defense.
* - Impeding movement is done by setting its speed and acceleration to 0
