If I had a nickel for every time somebody has declared he was going to make the "biggest ever plug with all resources maxed out" I could buy Bill Gates. Why donesn't anyone ever think about the quality of what he plans to put in a plug insted of just trying to shovel in as much garbage as possible so he can declare it the "biggest"?
Using all the available resource slots is fine, as long as they are used for a purpose but just filling everything up for the sake of numbers practically guarantees a crappy plug. Include me out.
(Besides, I'm already working on a CR that will max out some of the resources )

In my experience, the process of development always leads you to find at least 3 things that you hadn't thought of and want to add now. Where are you gonna put them?

I don't see how it could conceivebly work because of the current limitations of the EVO engine. You may be able to make 100 habitable systems but you only have 64 ship resources to play around with. I fyou consider that the average government has just about 20 systems in evo then that wouldn't be possible to make one in comparison to any basic EVO unwritten guidelines. Even if you talk about a number twice that size with roughly 150 uninhabited sysetms on the outskirts you still have to make 21 governments not to mention the fact that there are usually two or three minor governments with only about 2-10 systems each. This means there is really only space for one or two ships specific to each government. Also the amount of computing power required to load the game in a reasonable amount of time would be absurd. It's not even a viable project until EV3 comes out because of the limitations of the EV/EVO engine and also wouldn't really work until there is a t least a 1ghz G4 and EV3 would require the use of AltiVec. Don't waste your time till that amount of power is widespread.
