I just started off, and I can't figure out what to do! I talked to the museum guy, and hailed the planet after I left, and accidentally clicked Demand Tribute! Now I'm not welcome/minor offender in half the galaxy, and I don't even know where to go!

Erm try starting again. Players hailing planets and demanding tribute before acquiring any combat record was not one of the scenarios I envisaged.
