I'm a Captain (7) and I suspect that the course to get to be a General is in the Fire Caverns. Problem is, I can't find the Algernon Frame. I have 100% secrets in every level I've been in(I think.) Hints?

You suspect wrong. Not to give anything away, but you do not have 100% secrets on every level you've played. I can guarantee you that. The course for General is in a level you've already played.

You should have it by now...actually you should have gotten the frame before you got any of the shards. Thinking back, this was fairly mean of me but remember the "Minibar Maze" in the level Frozen Heart? Did you already play that? Well it was in one of the treasure chests inside that area.
