I've been struggling with this for days now. I got to time-town winter and spring easily enough, but I can't find the key/path to summer and fall. Since the military levels act as a stone wall if you don't follow sequence, this has been a dead end for me.
Any help will be appreciated.

To get to those two you must go back to Time Town Nexus , that's the boss level, and there build a TreeTrunk near the end of the level -- going up past the platforms and to the left. You must have a spare Silver Key for the next part! (You can get loads from 'Frozen Heart', back in the Ice Kingdom) Open the door (This is where you need the key!) and roll the boulder at the edge of the cliff over onto the Floor Button. Then go back down to the ground and build a TreeTrunk up to the right. The Barrier will be open, so just go right and you'll get to the second exit, leading to Time Town Summer and Time Town Fall.

There is a silver key in the spring and winter levels each. The are no "extra" keys* in the game. If you used a key from Frozen Heart to open the other time towns, you'll still need those other ones somewhere else.
(*As I think about it, I should probably clarify. There are many optional chests and doors but there are equal numbers of keys to doors/chests. You could have extras if you choose to skip the optionals.)
