Loot kestrels for their money. They have around 200,000, plus you can loot their ammo and cargo to sell.
You can take down a kestrel in a very light ship. You just need a torpedo launcher and... I think it's 12 torpedos. That's enough to disable a kestrel. Corvette takes six, Argosy takes three, if I remember correctly. An afterburner helps.
A good, some-what safe system to loot pirates in is the empty one between Zaxted and Sirius (I can't remember the name).
