When I want to make money I usally just dominate planets instead of raiding other ships. Other than that I can't really help you, I don't hunt pirates very often(at least not in the original EV).

Make it easier for yourself and dominate the pirate planetoids.. they are pretty weak and this allows you to land without bribing (and of course they pay you from that point on even though it's not that much). Although you might get bounty hunters on your tail.
