Sounds good to me, though everyoneshould have a FAR smaller budget:
Confeds: 20 million/round
Rebels: 10 million/round
Pirates- no unified gov't each "prince" gets one or two of the pirate planets and a budget of 1 million plus whatever he can plunder (see below)
Everyone else- 500,000 a round per stellar (start with one or two independant stellars) plus trade, plundering, etc.
Plundering:
If you are a pirate, you can plunder. Determined how later on. Ship-based? Convoy raiding? If you are a pirate, you are automatically hated by everyone except your allies.
Here are my suggested ship guidelines for getting ships:
Ship prices (modified to make sense)
General:
Shuttlecraft: 10,000 credits, 20 tons of cargo
Scoutships: 100,000, 40 tons
Defenders: 100,000
LFS: 300,000, 150 tons
Clippers: 400,000, 35 tons
Couriers: 150,000, 50 tons
Argosies: 750,000, 100 tons
Rpirs/Ltnings: 1,000,000
Corvettes: 2.5 mil, 60 tons
Kestrels: 10 mil, 80 tons
Confed/Rebel
These governments can build their own ships, so they're cheaper. They can sell them to their allies.
Confed-
Patrol Ship: 200,000
Gunboat: 350,000
Frigate: 6.5 mil, 50 tons cargo space
Cruiser: 15 mil, 75 tons
B. Freighter: 1,000,000, 500 tons (can be contracted and built by other govt's allied with the feds or reverse-engineered)
Rebel:
Manta: 200,000
Destroyer: 5 mil, 30 tons cargo space
Cruiser: 11.5 mil, 60 tons
No escort carriers... unless any governments decide to build them
Pirates, Independents, etc can capture ships as pertaining to rules "we make up."
We can make the rest up as we go along, I guess.
