** Beware: Engine Limitation Exploitation Ahead **
There are a few tricks one can use for planitary domination. For example, you can exploit a bug involving the ships-in-system limit. Deploying enough fighters while having enough enemies on-screen prevents any planet from deploying it's fleet. If I remember correctly, a single ship will be deployed which you should be able to easily destroy.
According to the EV bible:
MaxShipsInSystem: 36
Secure yourself a Cruiser and 4 Cruiser level escorts. Pull them away from the center of a system. Launch your fighters. Head back to the center of the system and locate a cruiser-level enemy. Attack it and let your escorts launch their fighters.
6 escorts + 24 fighters = 30 + Player + 6 fighters (hawks included) = 37. This should be more than enough to break the limit. Keep in mind, you need an enemy ship around to cause your escorts to launch their fighters.
I Know how hard it can be to obtain 6 cruisers for escorts preventing you from reaching the in-system ship count you need. Try attacking enemy cruisers or carriers. Their deployed ships count just as much as yours.
Plugin note: EVGE (and various other plugins) is notorious for this tactic. The Galaxy Destroyer, Confed base ship, Rebel carrier, and Polaris Heavy Cruiser all have an incredible fighter capacity.
