Jimbob people are going to argue about what ships can and can't do even if everything is taken right out of the game. Someone always posts something a little too extremeno matter what presidents are set beforehand (Skyblde calling foul right after he had tried to capture our capital without even fighting the defense fleet comes to mind). I think that as long as we dont allow new weapons and tech everyone will get along reasonably well and any problems that do come up can be resolved easily. Think about it, in BFS III everyone was constantly arguing about who's missiles did more damage, or whether the plasma beam cannon did more damgage than the fusion beam... and almost everybody had their own ideas about the tech. As long as we dont introduce any new tech everyone will know from experiance what the ships can do.

I'm quite happy to allow one new ship per faction at the start, with heavy costs for developing new ships later on (although I think it ought to be 200% for Rebels and Confeds and 300% for Indys, Pirates, Mercs and the rest) but I don't think we need new weapons. Besides, I'm perfectly willing to actually make a plug with my ship in so you can all compare it to other ships

I had the idea that it was originally a pre-Great War design, refurbished and upgraded extensively by the Olympians. Which is why it looks sorta primitive. But cool, wouldn't you agree?

I think we should get to choose one ship when we start the game and let there be weapon upgrades and a new weapon. But you must say exactly how good the ship/ weapon/ weapon upgrade is.

Grundulater, we have decided upon one new ship per faction at the start, but I'm against new weapons. They're always hard to judge, and even if I was to make a plug of one, comparing an Athena with a Corsair with a Laser Beam Turret or whatever would be difficult. I say; new ships yes (under strict regulations, which we have covered: 200% of buliding cost for a prototype for the Rebels and Confeds, 300% of building cost for a prototype for the others) new weapons; no.
Fighter bays I suppose could be allowed, but you'd still have to do the research thing - you can't make a Rapier fit in a Lightning bay without work.

Not really considering the Feds have pretty much the industiral base of the entire galaxy. Also U.E. Admiral didn't have a problem with it so I don't see any reason why anyone else should.

Also the Confederation is perfectly able to start with three players as long as we are allowed to organize our ships as we please. The way I see it the Rebels have more than enough players, and the Confeds ready to go regardless.
