EV-Edit you mean? It, and many other downloadable files, can be found at the (url="http://"http://www.ambrosiasw.com/games/ev/addons.html")EV Addons(/url) page, which is moderated by yours truely.
However, I recommend doing plugins with ResEdit... yes, it's more difficult, but you'll need it in the long run once EV-Edit corrupts your plugin...

EV Edit can be obtained more easily (url="http://"http://users.aol.com/Burgr/evedit.html")here.(/url) However, I do not recommend using it. I use a mix of (url="http://"http://members.chello.se/warlordpontus/ev/evomap.html")EVO Developer's map(/url) (which, despite the title, works with EV Classic perfectly), (url="http://"http://www.ambrosiasw.com/cgi-bin/mirror-url.pl?AddOns/Schmelta-V.sea.bin")Schmelta-V(/url) and (url="http://"http://www.resexcellence.com/support_files/resedit.shtml")Res-Edit.(/url) Good luck.

And for missions, descriptions, governments, dudes, and junk commodities, MissionComputer (available (url="http://"http://davidarthur.evula.net/")here(/url)) will do the job, without making you do any hexidecimal math the way ResEdit does, or wrecking your plug-in like EV-Edit.

ResEdit (and a combination of David's software) is a good mix. EV-Edit is just prone to corrupting every plugin I build / edit with it. ShipWrite isn't much better...
