IMHO, tech prices should be assigned based upon fixed values. i.e. each point of armor costs x credits, each point of shielding costs y credits. And each percentage of deviation above a standard mass : protection : agility ratio should cost a fixed value of credits. That is my opinion.

Many modern mercs (although mercenaries are technically illegal) belong to an oprganization that pays them living wage, but skims on the money they make through intra-organizational contracting. So mercs should get some income. However, I suppose that the interplanetary empire you are offering them should suffice in substitute to pay

Capturing ships should be okay as long as the ships are available on the civilian market and they only occasionally capture war vessels.
Here is some stuff I want to throw out at you:

Governments have the virtually unlimited discretion and liberty to organize themselves and their fleets however they want, as long as it is clearly defined, correct?

Fleets can be split into infintesimally small units in multiple systems, correct (or if not, this should be allowed as this is a free webstory)?

Players can only capture two systems per page and one system per post?

Once a government's systems are completely eliminated, the government ceases, correct?
