In a way, but they are also resisting Rebel rule. So basically, they don't want to have anything to do with anyone, keeping their Independence.

There are perhaps two people who could truly answer that question. David Arthur would be perhaps the best person to ask. At least he is when it came to describing the Confederation. That or Captain Skyblade.

Good thoughts. In my opinion, I think that the Confeds are a bit pissed that they are being denied. I do not think that the inhabitants of the independent worlds would be treated too fairly on Ruby. I don't think the rebels give a flying parrot.

If they were indeed resisting the Confederation, that would indeed ake them rebels. However, everything in the game suggests that the Confederation has no problem with independence, and continues to maintain a peaceful trading relationship with the independent worlds. The difference between those worlds and the Rebellion is that independence is not enough for the Rebellion; its aim to destroy the Confederation and take control of its worlds.
