After a few hundred thousand credits of upgrades, the Scoutship is the best fighter in the game. Period. And it hauls a lot more cargo. The turning, speed, and acceleration upgrades aren't really required even, so you can knock 480,000 off the upgrade tag and do it for about 300,000 if you want. If you really want to go heavy fighter, you can even get a Mass Expansion and a second Missile Launcher. Here's how I normally do it:

For under 900,000 credits, you have a fighter that can easily disable anything up to a Corvette, and is rather superior in most cases than the Lightning or Rapier. Actually, with the Mass Expansion and extra Missile Launcher, even a Kestrel might not be too hard. I'll have to try that some time. Further, you don't have to spend all 900,000 at once, and the largest expenses (shields and performance enhancements) aren't entirely crucial, and take up about 700,000 of the budget. Skip those, and you have a decent medium fighter for under 200,000. That's one of the best bargains in the game.
