How do you get the confed Alien mission? I have been to Mars, like a hundred times, and I can't seem to get the mission. Please help me!

I stick to the the planet you delivered the Partical beam to (can't remember the name off hand). This makes that string that much easier cause you are closer to the system you have to go to.
