Better for what? I wouldn't use a mass driver to disguise my vessel, or try to tow a ship with a cloaking device. Different needs require different devices.
But if you want to know which piece of equipment has been the most useful to me: the cloaking device, hands down. A pity that my foes in the EV galaxy don't have one.

The tractor beam is way smeggadelic, and so is the forklift. The mass driver takes to long to load, and the cloaking device consumes deuterium slush @ prodigital rates. What I like about the tractor beam is the fact that the ships are pulled into your stream of ammo/energy weapon beams!

You forgot to mention the tractor beam, which is probably the best secondary weapon out there....

Galactic Scourge adds a mass driver turret. You can buy them, but they are also found on the Rebel Cruiser in GS.
I myself like the mass driver. It can do lots of damage, and its very effective against heavy warships, like Confed Frigates and Cruisers. However it only works well if you have 4 of them.
The Particle Beam is a pretty nice weapon, except it gussels fuel at an incredible rate.
The Neutron cannon is a decently powerful weapon, but its short range makes it hard to use. You've gotta be right on top of the enemy to use it.
I find no use for a tractor beam other than using it to destroy the alien cruiser. Because of its short range, it makes it extremely hard to use.
The cloaking device, while it gussels down fuel, is a useful device. You can quickly get up behind an enemy, decloak, shoot at it, then recloak. However, because it disables your shields when you cloak, it makes this maneuver not to effective against heavy warships.

I love the Particle Beam!
When I first played EV, I owned a scoutship that could have no way of defending itself. But with the particle beam, I could do almost any fighting mission in a scoutship! And it didn't take up any space... It's my dream weapon. The others or just kinda frivolous. The cloaking device is fun though, even if I never realy use it that much.

Pshaw, you just have to get close. The tractor beam almost immobilizes any ship, so you can easily sit right behind them, and it almost nullifies their secondary - AND slows down their primary - weapons. In fact, I have quit using it because it makes it too easy....

The cloaking device is particularly useful in EVGE once you have the fuel replicator, since you can then remain cloaked indefinetly.Among numerous other uses, in dominating planets. If you have some escorts, or if you arrive in an Orion system when there is a Rebel fleet present, you can demand tribute, and cloak and fly away from the planet, stop your ship, and go have a cup of coffee, or watch a tv show. The escorts and/or the Rebel ships will dominate the planet for you. The defense force ship merely emerge from the planet, and wait to be slaughtered.

You mean I can come up to any ship and keep it from moving whilst I sit too close for the AI to use it's guided weapons, Move out of the way of the front of the ship so that unguided weapons and forward firing weapons are useless, making turrets the only useable weapons. (Unless the ship his a high turn rate in which case you just rotate in the same direction they do and there isn't a thing they can do about it.) Meanwhile I can stay behind it and shoot at it to my hearts content with all my primary weapons and it doesn't cost me a single thing? No fuel usage, no reduction of shields, no ammunition to fill up on taking away valuable space and hard earned credits? Sign me up I want one of these things!

In GS, I think cloaking is great if you get all 3 of the fuel regenerators, because then it's like fuel is not being consumed.

Done it with 4 proton turrets and 4 neutron guns with a confed cruiser.
As to what is better, don't care cause I don't use any of em
