Does any one know where I can find resonable graphics of things like fireballs and other magic effects, also character graphics that are 3D would be wonderful.

at a local artist near you. thats really the only way your going to get them unless you slap down some serious dough for many premade models then buy a animation program to use them in a game.

create a texture for the appearance of the effect
then in the alpha layer, draw the body/shape of the effect in shades of grey,you'll create a luminous, semi transparent image...save as a png
