Acrobat Reader also works great for me. I don't see what the big deal is. Yes, I have to manually set the zoom once each time I open a docment, but as Celchu says, it takes three seconds and then you're good to go.
One thing to note if you are going to create a pdf document: Since people will be adjusting the document to their preferred zoom size anyway, you will get better results if you use a PostScript font instead of a bitstream or TrueType font. This is because PostScript fonts are designed to maintain their shape not matter what the size. The downside to this is that it's much harder to find free PS fonts than other font types. Personally, I think it's worth shelling out a little coin to get a CD full of PS fonts that I know will look good at any size and on any medium (print or screen).
