He might have been, but likely he was just an experienced soldier with enough luck to get him through some otherwise impossible situations.

Halo 3.

They never fall in battle. They are spent to achieve objectives.

Starsword, there were 150 possible cantidates for the Spartan II project, but due to budget problems, only 75 were taken. 33 survived the augmentation project and were not disabled. There were about 15 I think that were disabled but survived. They got shunted to other areas of the military as directors and commanders.
Their bodies were crippled, but their natural and enhanced cognitive abilities were well-intact. They remained valuable military assets.
