With full admin privilege I turn off the Pilot folder Read-Only setting, click ok. I reopen the folder's info dialog and find the read-only flag has been automatically reset. Any ideas on how to make it stay write-able?

Well it sounds like your problem is entirely unrelated to anything EV so this may not be the best place to ask.
Try creating a new folder, moving your pilots into there and then trashing the old folder.
