quick question

How is the energy refuel cost calculated at various planets?

Is it possible to set a spob of gov't X to have cheaper energy than a spob of gov't Y ? I suppose ranks might work, but I think I want a different effect.

1 credit per unit of fuel (100 per jump) plus 1 credit for any fractional fuel. Landing fees, however, can add a cover charge regardless of energy needed.
