Can cröns repeat similarly to the way missions will if you don't use an NCB set to lock them out? Like if I have a cron that sets b100, do I have to have a !b100 in the availability field to keep it from repeating?

Yes. Or if you want it to repeat but not straight away you can use the preholdoff and postholdoff fields to tell it to wait a number of days before activating/deactivating.

Watch out! There's a PostHoldoff Bug that makes for a real pain in dealing with PostHoldoff usage. I suggest avoiding using PostHoldoff altogether.
