I heard somewhere that there is a way to make a weapon both use ammo and drain fuel. Is this only a rumor or is it true? If so how do I do?

If you want the weapon to drain a certain amount of fuel with every shot and also use ammo then you can't, not unless someone comes up with a weird, and probably complex, workaround. You can, however, have the weapon constantly drain fuel in flight, whether you're firing or not. Set ModType2 (outf resource) to 18 (fuel scoop) and set ModVal2 to a negative value.
If it's a primary weapon you could do it, by adding onBuy another primary weapon that doesn't do damage and drains fuel. You'd want either a beam (which would eat away at the max beams on screen) or an particulate weapon with shots that disintegrate immediately (to avoid hitting the max number of shots on screen). I don't think you could do it easily for a secondary weapon, but there's probably a way.

...or you could make it not fire anything. Making it so there are not particles, damage, pictures, or range should make a weapon that removes fuel per shot. Just make the ammotype the fuel drain you want and the fire rate the same as the other, give it an outfit and link the two togeather onbuy and onsell, and you're good to go.

Meaker, that would work, unless the weapon is secondary. This would be one of those features people'd want for a hypothetical EV4.
