Yes. Plenty. Every plugin in the addon section is a windows plugin. You just have to put most of them trough a plugin convertor.
Use EVNEW. I think it even comes with a plugin convertor, but I don't know.

All plugs can (should be able to) be used on Windows, there is a converter in your Nova install, isn't it? Look for it.

To use most plugins on the addons page,
1. install stuffit 7.6
2. download the plug-in you want to use.
3. double-click on the file
4. when the window comes up click "expand" then "same as original".
5. click the "tools" menu then "folder options".
6. click the view tab.
7. uncheck "hide file extentions for known file types" click "ok"
8. look at your file you unstuffed, if it has ".rsrc" at the end then skip to step 12 if it has ".rez" at the end then skip to step 14
9. double click the file that stuffit just created.
10. when it pops up pick "let me choose the program from a list"
11. pick stuffit. repeat step 4.
12. open the nova folder
13. drag the file that ends in ".rsrc" to the "nova plug-in converter.exe"
14. put the ".rez" file in your nova plug-ins folder
15. run ev nova
