Is this for Windows or for Mac?
Either way, the first thing you should do is read the Nova Bible. You can find it as a download on the add-ons site, near the bottom of the Nova site, or very likely somewhere on your computer as one of the files that came with Nova. The third way is the easiest way to get it, so look around in a few of your nova folders for it.
Once you've read it, and understood it, you should download a few plugin editor programs. There is one in beta for windows, and three released ones for mac. Should you want to make more complex plugins, like ones that require graphics, you will need other programs, such as graphics ones.------------------

Download the mac tools from (url="http://"http://www.ev-nova.net")www.ev-nova.net(/url) (you want to get resedit and novatools, links under the "development tools" heading.
For a PC, you want EVNEW, developed by Aprosenf, which is out in public beta. Download link in my sig.
In either case, you will want the nova bible, available in html form from the addons page, and in text form in your documentation folder.
