I was wondering if it's possible to give users the option to chose a race when they start a new game. I'm looking to possibly create a plug-in where the user's starting position and ship are determined based on race. I would also then change what missions would be available based on their race and such. I know most of this can be done through assigning bits but I'm wondering is there's a way to pick this at startup. Thanks.

Like Polaran, Auroran, Vell-os, etc? Yes- make them chars. You'd also have to start the character in the appropriate mission string (or at least block the others). I think there is already a plug that does this, though. Check the add-ons section.

Multiple chär resources will let the player choose (with a popup menu) which government they are alligned with at the start of the game.

There sure are. I should have been more specific- a plug that adds in char resources that let you choose your race at the start.
