If you want the programs to run without an emulator, you'll have to wait for a PC version of one of the current editors. If you can make it work with an emulator, then any of the current program is good.

At the moment, you need a Mac emulator to run a plugin editor. A programmer may make an editor for Windows in the future, but for now it looks like emulation is your only option.
Edit: beaten by one minute. To add something interesting to this post, I'll write the above in gobbledegook.

The play on time is won

In fact, I actually have the beginnings of MissionComputer for Windows in place, although I haven't implemented a resource framework yet, so none of the actual features work.
As far as the feature set goes, it will probably be basically the same as the Mac version, except minus such features as depend on Mac-specific technology, and with support for EV Nova only. (It'll make the metadata handling a lot easier, and I figure that if you're running one of the previous games on a PC, you've already got a Mac emulator.)

So what, that's basically all the user friendlyness?

Actually, although I obviously haven't worked out the feature set yet, it will probably have most of the same features, except that the external editor plug-in architecture will have to go, being based on Apple Events (but that doesn't matter since it doesn't look like I'm actually going to use it), along with a few things like drag and drop, possibly the PICT editor (unfortunately), and some minor interface elements. Also, MissionComputer for Windows will most likely use a different file format than EV Nova for Windows, making a convertor utility necessary. There may be one or two other things which turn out not to work on Windows, but I can't predict them.

It should be possible to use Quicktime on Windows to display the pictures. I know next to nothing about Windows programming, though, and I wouldn't be surprised if it doesn't work
