Is your suggestions banning? It might be a good idea to do this: Ban for a week or so, make him read the web board guidelines and give him a quiz to make sure he did 
Then give him 0 karma and let him get a fresh start. I think he just missed them and then got mad at you causing more karma decreases, etc. Also, I am amazed that andrew posted in such a matter, as it seems so trivial (how does he have time to read all these forums?) Anyway, only a suggestion. It is better than a full ban though.

While it's a good idea to give people a second chance, I don't think this would work. If the moderators did this I expect he will pretend to learn the web board guidelines and know enough to pass a quiz on it, then immediately forget everything he learned. I don't think the issue is that he's mad because the moderators began to give him bad karma. It occurs to me that he's just a little brat somewhere that doesn't have any manners.
