when creating a new ship, is there any way to make it only be able to purchase certain outfits (example--blasters but not reactors) without rewriting all the games outfit resources and editing contribute and require fields? I'm hesitant to majorly modify Nova Files.

That is probably the easiest way to do it.
Another way, which may be a bit simpler, depending on which outfits you want useable, would be to remove the contribute A5 bit from the ship (which was used for the vell-os campaign) and make an extra bit for the outfits you want to use.

Well, you could also make a set of crons to check if the player has a forbidden ship-outfit combination and, if neccessary, remove the offending outfit. But that really wouldn't work well in terms of playability.
