Ok I have some ships and some outfits and a new system.(For EVN) But how do I make the outfits and ships only availbe in that new system?

Set the TechLevel of the ships and outfits to a single value that is unique from all the other TechLevels, and then put that TechLevel in one of the SpecialTech fields for each of the planets in your new system.
