I shouldn't answer your question, because you should have done a search, but I will anyway because I'm a nice guy.
For starters, you're going to need ResEdit (and Nova Tools if you're working on a Nova Plug). Also a must is the EV/EVO/EVN Resource Bible, because they'll tell you everything that you need to know about the mechanics of making a plug.
If you're going to do your own graphics, I've heard that Strata 3D is good. Also recommended are Amapi, Infini-D, Carrara, and POVRay (free download at (url="http://"http://www.povray.com")www.povray.com(/url) ). Also, you're going to want Sprites by w00tware, and EnDeRLE (if you're working with nova), also by w00tware.
Good luck, it's always nice to welcome a new plugin developer into the fold.

The easiest, most powerful 3d software for the ease of use, is definitely Bryce 3D. With an Academic Version price of $80, and full license somewhere around 230, it's definitely the most powerful for the price. It also has comprehensive bitmap features, used in making mountains and land, and has an impressive sky lab(although no legitamite cumulus looking clouds, and of course no cirrus :frown:) And it's much easier to use than Strata...give yourself a month with Bryce 5, working an hour a day, and you could be doing some better-than-EVC-quality ships =P

I always say that you should use whatever you're comfortable with. I can model a lot faster with Infini-D than I can in POVRay, but I'm much more comfortable using POVRay, so use it a lot more... Of course, then I learned how to use SoftImage, but I still stuck with POVRay. I'm trying to learn Lightwave and Maya too (just gotta wait for the classes to be offered).
