From the PhotoShop4.0 "Wow" Book: fill a rectangle with 50% gray. Add Noise; monochromatic gaussian noise is best. Use Blur Filter; motion blur set to horizontal. That gives you the basic "brushed" look. Now select a smaller rectangle and clip it out.
I'd suggest doing this as a layer over a light difference clouds splotching, and using the "brushed" texture as a bump map.
BTW, you can indeed make a textured object, render it, then bring the render back as a picture texture. Might be a good way to build up a dense "Star Wars" texture on a surface without the memory overhead. Esp if you use it as a bump map.
