EVO Developer's Map, by Pontus Ilbring. Avaliable at http://members.chello.se/warlordpontus/ev/ , or on the Ambrosia add-ons page. It edits EV files quite handily as well, as is the most crash-proof out of all the editors I've tried. Just hit cancel when it first starts up and asks you for the locations of Override Data... until it asks you for the EV files.

Humph.. That's after my time. There came a point in my plug-making career when I realized that EVO wasn't quite meeting my requirements. That was before EVO Developer's Map came out. I do remember that EVEdit was pretty good for setting spob and syst locations, but little else.
