Let's see. To start with the outfits, possibly the easiest way is to set the tech level to high and obscure number (let's say 1546). On your planet (spob resource), set the special tech to 1546. When you set the tech level of a spob, it says that all outfits equal to and below that level are available. Special tech level says that ONLY THAT LEVEL IS AVAILABLE. This makes it possible to make an outfit available in only one (or several places). I haven't investigated it much, but in Nova, you might be able to make outfits available only to one government (like different outfits in Fed and Aurora space), but I doubt it.
To make a new system, you use the syst resource. x and ypos are coordinates for the system on the map. You can set a message that is given to the player when entering the system ("You are entering Federation space. You are being watched."), the murkiness of the space, the interferance in the system, the number and types of asteriods in the system, the average number of and types of ships (dude resource) in system. You can also set the type (flet) of reinforcement ships, and the specific pers that might appear. Your question also refers to what it's connected to. The con# spots refer to what systems yours is connected to, and the nav# refer to what planets/stations/etc are in the system. When you set the con bits, you have to remember to tell the systems that you are connecting to, that they need to connect to it. Otherwise, you end up with a "one-way-wormhole" Where (I think) you can enter the system, but not leave (but it could be the other way around).
