Well, to bring real life into it, the net comps each had their own processor it was just the OS and HD that was from the server, and it was via ethernet, while the robots are using radio or whatever, with a ship way up in space. That kind of latency in combat is pretty much intolerable as you know if you've ever played some Quake-like game with a ping of 2700ms. (and it'd need to be quite a comp even w/o the latency to handle individual combat for millions of droids.) So Droids would need their own brains and know how to fight and listen to their droid sarge and etc. Thus the use of such a command signal would be strategic, not tactical, stuff like "723rd Battalion to take Area Foxtrot-7, then hold position." But strategic orders just need to be transmitted once and memorized, and there'd be no reason for the droids to shut down because communication was severed, though they'd get disorganized once they'd completed their last strategic orders, unless the fish things took the basic precaution of having units on the ground that were capable of giving strategic orders.
The whole thing relies on the fish things using the most brain dead scheme for organizing a military, having only 1 unit (front line no less) be able to make strategic decisions and give orders, and without a single replacement, and upon which all other units were dependent for even the most basic functioning.

Since Queen Amidala was able to have a live 3D video link to Senator Palpatine on Coruscant (in another star system), I think we can safely assume that the people of the Star Wars galaxy have something faster than radio for communications.

Since the Trade Federation is a corporate interest, not a government, and its army is primarily intended to bully people who are no match for it, I don't think this is a problem. Remember, it was only through an exceedingly improbable series of events that the Naboo managed to do any damage whatsoever to the control ship, and only through strategic incompetence on the part of the Trade Federation that the Naboo even made it into space.
