I seem to be having the same troubles as every one else, and I'm using version 1.0.3
The pic importor doesn't do anything but sit there when I click okay, and when I click a second time the program quits with an error message. This may have something to do with the fact that I was trying to import sprites that are wider than they are tall.
I also haven't yet been able to make it save any data that I enter for a new ship. When I opened it up again after realizing that I needed an ID other than 128, all the stuff that I had entered was gone. This problem may be due to the fact that The Docks doesn't re-do IDs for desc and str resources when you change a ship ID, but that doesn't explain all the fields going blank.
A program like The Docks must need a crap load of fail safes to keep everything working right in your plug-in under every kind of circumstance. The most complicated programming project I've ever set out on was creating a paint program for my TI-83 Plus... What a nightmare.
