I know that if a gov is friendly with another gov, helping that first one will help the other.
What I'm curious about is the mechanics of this. It looks like it takes time for opinions to change, from what I've seen. It should be possible to have Gov A likes Gov B (which is transitive) which like Gov C which hates Gov A. How is the transmission handled? If you please Gov A, is Gov B pleased the same amount?
The Bible (from what I can tell) doesn't address this at all.
