Set the mincoolness field to a positive value. For instance, the Gurado moon in the Emalghion system has a mincoolness value of 64, and is forbidden until you become an Upstanding Citizen.

Why would you want to make the spobs forbidden? It may tempt people to demand tribute and take over the Jinco rather than doing the missions. Wouldn't it just be easier to use mission bits? That way there is more of a discovery rather than knowing the planets are there but not being able to land.
One other thing:
What will your governments relation be with my traders after the Jinco are discovered? The Jinco are located below LoAE space right? Because thats where my traders are also located. Will it be a normal occasion for my traders to be found in Jinco space?
