      So what exactly do I do with the book?
      I solved the tower puzzles and kill sea giants with 6 blows so I have the experience, but I still get a no go on spells...

      Right, I learned those spells then, I have taken potions, but still cnaaot cast spells. Do I open the book to cast them? Obviously I'm missing something...
