Meh, I dont think its needed. I checked with ResEdit, and it was completely empty! It contained no resources! Its small- 1 K (286 bytes in resource fork). Sample plugin doesnt sound very important, does it? And when I created a new file with ResEdit, copied the EVO plug type/ creator codes, added nothing, and quitted it said: 2 K (286 bytes in resource fork). So 286 bytes seems to be smallest possible plug size. Then again, EV Tuner had nothing but a vers resource, but some places say its important, so what do I know?
I saw that you got help from the Dev Corner about PlugChecker. Its good you did, because I was completely stumped with PlugChecker problems. I am glad you got help. So, did you already get emailed the new version of PlugChecker? Or will you wait for it to be added to Add-ons? If so, it will take maybe a few weeks...

Yes, General, I did get help. Someone was kind enough to email it to me, but I haven't opened it yet.
I spent a lot of time reading the dev boards. It seemed to work for some folks, but not others. What a headache I got. I should invest in ibuprofen.
I got an idea about your sig. You could spell death like: d e a t h. With spaces. Or get politically correct and use "existence-challenged".
