They will not give you missions if you are a felon in their space. Missions beyond the first one will be found on Emalgha's red moon (Guardo or something like that i think). I'd give you the exact name but it's been a while i must say.

the emalgha are wierd, they give you missions no matter how mean to them you are. I had a pilot that had done the Voinian missions, had a Voinian Frigate, the Emalgha ships attacked me all the time, I dominated Emalgia, and they still gave me their missions!

Long ago, I checked out that the mission bit didn't have any settings other than the default -1 and the closing mission bit.
