Well switchblade, if you read my post, it talked about a public broadcast to UE space... So you saw the message... It's your choice on whether or not you'd like to reply to the TV commercial... 
From here on out, I'll set a precedent for public messages...
For messages broadcast throughout your space, put symbolise it like this.

Message To: All Known Space (or the name of your race... )
From: High Command; Presidents Office, Earth, Flagship, whatever.
blah blah
##############################################################
For a message to another government, whether it is hostile or allied, it would read like above, only put it in asterisks...
Message to: Igazra Home World
From: Emalgha Home World
How's the weather?
Note, all of these are from a base to another base. If a ship is sending the message, it will just be in " "'s, but note, ships only have the range to broadcast messages for systems they just left and the system they're in.
The UE are the exception, since they have relay stations.
