It says in the Reign of the Voinians Readme that you can't do any of the Miranu missions. I'm guessing that doesn't include the nebula scouting or trading missions, since they don't relate to humans. However, I believe that in order to get the Miranu Trading missions throughout space (the main source of cash!) you need to do diplomatic relations.
Is the diplomatic relations mission ok to do if you want to do reign of the voinians? If not, how do you get a good source of money?

As for the whole not being able to do Miranu missions thing- I wanted to keep the player on one track only- the Voinians. Certainly, you could go off and work for the strands, but since the Miranu are directly involved in the conflict in later stages of ROTV II, I figured it was best to keep the player away from them. That, and I don't know about conflicts between any of the visbits- there may be some. It's unlikely, but possible.
