Why don't the Miranu want the ski resort to exist? I also noticed that the person you first talk to is called a "madman." I must be missing something here, because I don't see anything really wrong with it. What is wrong?

The Miranu don't like it because this upstart Human isn't in the MTC, and therefore they can't tax him or something.
He's mad because come on, a ski resort for aliens? It does sound weird to people back in UE territory, especially when they're used to thinking of aliens as Voinians - ravaging alien death machines.

After you finish the string, the Miranu decide it's a great idea and start putting up ski shops all over Mira. Personally I think they should give you a medal. "For Services to Miranu Entertainment".
