I always have trouble knowing when I've finished a game of EV. Does anything ever happen with the Council station on EVO?

No, it is something that was put into the game by ambrosia especially for plug-in makers. And do you mean ev or evo?

In EVO, the game will tell you that you have completed a "central objective", of which there are three. The first two are obvious, the final one isn't.
